Montenegro travel guide

Getting around Montenegro

You can take a bus from Podgorica to Budva or Žabljak, and a train from Bar towards Kolašin and Bijelo Polje. But reaching a town and exploring the surrounding area are separate parts of a trip. For accommodation outside the centre, an outing with several stops, or a return after the last departure, you may need a local bus, taxi, or car. Choose your transport based on the full journey to your destination, including the return.

Check where your journey really ends

Podgorica's bus and train stations are next to each other, making it possible to combine bus and train travel there. On the Budva Riviera, a different distinction matters. Intercity buses arrive at the bus station, while local services to Sveti Stefan and Petrovac leave from the centre. Changing transport may therefore involve getting to another stop.

When choosing accommodation, check how to reach it from the station as well as which town it is in. For a stay without a car, it helps to have an address you can reach with a suitcase and return to after an evening out. When travelling by car, where you will park and how you will get from the parking space to your accommodation are just as important.

Which transport option suits your trip

Compare the part of the journey each option actually covers. Arriving at a station does not always mean reaching your accommodation or the starting point of an outing.
TransportWhen it is usefulWhat to factor in

Examples of transport costs

The train prices shown are standard single fares in second class for an adult passenger. Tolls apply to a category 2 passenger car. The bus fare is an example from one offer.
Journey or crossingPriceWhat it covers
Podgorica - Bar train€2.80One passenger, purchased at the ticket office.
Podgorica - Nikšić train€3.20One passenger, purchased at the ticket office.
Podgorica - Kolašin train€3.40One passenger, purchased at the ticket office.
Podgorica - Budva bus€9An example from operator 4 Decembar via BusTicket4.me, including reservation and station service, excluding additional luggage.
Blue Line Herceg Novi€1.50One passenger on a local route, including Igalo - Kamenari.
Sozina Tunnel€2.50One trip through the tunnel by car.
Smokovac - Mateševo motorway€3.50The entire section in one direction, by car.
Kamenari - Lepetane ferry€4 or €5A car in one direction. Off-season online offer €4, published seasonal fare €5. Pedestrians and cyclists cross free.

These are not the full costs of an outing. You may need additional transport to the station, from the station, and to your accommodation. Fares for vans or cars towing a trailer differ from those for a standard passenger car.

01

Travelling around Montenegro by car

For outings with several stops, with parking arranged in advance.

Drawbacks of travelling by car

ParkingWhile you explore a pedestrian centre, you still pay for the hire and possibly parking.
Pick-up and drop-offA different location or a time outside opening hours may change the quoted price.
Mountain roadsAccess to some roads depends on the weather and road conditions.

When a car makes the biggest difference

A car is useful when you want to visit several places in one trip and decide how long to spend at each. That might mean driving from the coast to villages around Lake Skadar or exploring Durmitor from Žabljak. A bus ticket to Virpazar or Žabljak gets you to the town, but does not give you the freedom to visit every place you want to see nearby.

If you are staying in the centre and planning to explore on foot, compare hiring a car for your entire stay with hiring one only for the days you take trips. For the second option, also factor in transport to the vehicle's pick-up and drop-off locations.

What to include in the cost of travelling by car

Alongside the hire price, allow for fuel, parking, and the toll sections you will use. For a category 2 passenger car, the Sozina Tunnel costs €2.50 per passage, and the entire Smokovac - Mateševo motorway section costs €3.50 in one direction. If you return by the same route, include both passages in the cost.

Compare car hire offers for the same period, pick-up location, vehicle type and included services. Check the deposit, the fuel requirements on return, an additional driver and any drop-off in another town. Treat the deposit as a separate item and check whether it is held on your card or provided in another way.

Check parking and access to your accommodation before you leave

Ask your host for the exact arrival point and parking location, especially if the booking mentions an old town or a pedestrian zone. Check whether parking is included, reserved for you, and close enough to carry your luggage. A note that parking is available nearby does not guarantee a space.

Before driving in the mountains, check the condition of your chosen road section and the weather. Coastal conditions do not tell you whether roads at higher elevations are passable.

02

Intercity buses

For moving to another town or base, after checking the full ticket cost and return connection.

Drawbacks of intercity buses

Additional costsFees and larger luggage may increase the amount shown in search results.
Arrival stationGetting from the station to the beach, accommodation, or the starting point of an outing is a separate leg.
ConnectionsSeparate services may mean a longer wait and another ticket.

Buses connect the coast and the north

A bus is practical when you are travelling from one town to another and do not want to drive. Podgorica has connections to Budva and direct departures to Žabljak. Getting to the mountains does not have to mean hiring a car. The difference comes when you want to continue from Žabljak to particular lakes, villages, or trailheads.

For Podgorica - Budva, also check the route of your chosen departure, since operators do not all follow the same road. Allow approximately two and a half hours for Podgorica - Žabljak, based on the published route description. That is the driving time, excluding getting to the station, waiting, and continuing to your accommodation.

A €7 ticket can come to €9 at checkout

In the checked offer from operator 4 Decembar for Podgorica - Budva, BusTicket4.me lists a €7 ticket. The checkout adds €0.70 for reservation and processing and €1.30 for station service. The price for one adult passenger therefore comes to €9, without selecting optional extra insurance or flexible cancellation.

Additional luggage is paid for on the bus in this offer. The €9 is therefore not a confirmed total for a passenger with a large suitcase. Compare other departures using the final checkout amount and luggage conditions, as well as the initial price shown in search results.

Stations, connections, and the return journey

Check the names of the departure and arrival stations on your ticket. In Podgorica, the bus station is on Trg Golootočkih žrtava, next to the train station. If you are continuing by train, allow time to leave the bus, collect your luggage, and buy another ticket. The stations being close together does not mean departures are coordinated.

For a day trip, check the return departures first. For a journey with a connection, search both legs for the same date and leave time for possible delays. If no connection leaves enough time to explore and return, consider staying overnight at your destination or arranging a return transfer in advance.

03

Local buses and getting around town

For nearby settlements and shorter journeys, after checking the local stop and return service.

Drawbacks of local buses

A different stopIntercity and local services may leave from different places.
The return journeyA late evening out may require a taxi even if you went by bus.
Access to your addressA stop on the main road does not confirm an easy walk to your accommodation.

Budva, Sveti Stefan, and Petrovac

Mediteran Express local routes connect Budva with Sveti Stefan and Petrovac. The Budva Tourism Organisation lists the departure point on Mediteranska Street, by the roundabout opposite the Perla café-restaurant. This is separate from the intercity bus station, so a passenger arriving by bus from Podgorica should also plan how to reach the local stop.

The published route to Petrovac includes Rafailovići, Kamenovo, Pržno and Sveti Stefan. Check which stop suits your address and which departure you can take back. For the exact local fare and timetable, contact Mediteran Express on +382 33 451 089 or +382 67 890 999.

Local transport around the Bay of Kotor

In Tivat, local Blue Line services leave from the small station in the centre, near the post office. The tourism organisation lists connections to Radovići, Krašići, Donja Lastva, and Lepetane, as well as a bus to Kotor. When choosing a departure, distinguish this local station from the intercity bus station.

On the Herceg Novi side, route 1 connects Igalo and Kamenari. The departure stop in Igalo is marked HDL, and Kamenari is the ferry crossing point for Lepetane. Blue Line publishes a fare of €1.50 per passenger for its Herceg Novi routes. The Sunday timetable differs from the timetable on other days.

For local connections in Kotor and Tivat, call +382 32 331 635 or +382 68 898 107. For Herceg Novi, call +382 31 336 002. Give the settlement and direction so you can find the right stop and return departure. An intercity ticket search alone does not provide a complete overview of local transport.

Walking with luggage

Once transport is arranged, check the final stretch to your address. Steps, an uphill walk, or crossing a busy road can matter more than a short distance on the map. Ask your host to recommend an approach from the station, rather than assuming you can easily carry a suitcase along the same route you would walk without luggage.

Before heading out for the evening, check the last local service back. If it does not suit your plans, save a local taxi number and ask for an estimated fare to your address. This lets you include both the outward and return journeys in the cost of your evening out.

04

Trains from the coast to the interior

Affordable tickets on two rail routes, with a separate plan for reaching your final address.

Drawbacks of trains

Limited networkTrains do not serve Budva, Kotor, Herceg Novi, Ulcinj, or Žabljak.
Continuing from the stationAccommodation and outings away from the rail route may require another form of transport.
Connections and waiting timesConnections and return timetables may determine whether a day trip is practical.

Where trains go and where they do not

The main rail route connects Bar and Sutomore with Podgorica, then continues towards Kolašin, Mojkovac and Bijelo Polje. The second route runs from Podgorica through Danilovgrad to Nikšić. Kotor, Budva, Herceg Novi, Ulcinj and Žabljak are not on these lines.

You can compare train and bus travel for Bar - Podgorica and Podgorica - Kolašin. For Budva or Kotor, you need road transport. Arriving in Kolašin by train still leaves the journey to your accommodation, a place you plan to visit, or the ski area to arrange.

Fares and buying before you board

A standard single second-class ticket from Podgorica costs €2.80 to Bar, €3.20 to Nikšić and €3.40 to Kolašin. On the checked local services, the journey to Bar takes about an hour, to Nikšić a little over an hour, and to Kolašin about an hour and a half. Choose a specific local train for your travel date.

Buy your ticket at the ticket office when departing from a station that has one. Montenegro's passenger rail operator, ŽPCG, lists a €1 surcharge for buying from the conductor when departing from Bar, Sutomore, Podgorica, Nikšić and Bijelo Polje. Do not automatically add the cost of the mandatory seat reservation for an international train to a local ticket price.

Check trains in both directions for an outing

Before buying your outbound ticket, also search for the return from the same station. If you have arranged an outing outside Kolašin, plan its finish around the time you need to get back to the train station.

When continuing from Bar towards Nikšić, check whether a connection through Podgorica is available for your travel time and how long you will have between trains.

05

Taxis and transfers booked in advance

For a direct journey to an address and a return that does not depend on the last bus.

Drawbacks of taxis and transfers

The quoted priceThe same route name does not confirm the same address, vehicle, or included waiting time.
The return journeyA one-way transfer does not include the ride back.
Several ridesFor daily outings, add up all the quotes before comparing them with car hire.

Ask for a quote for the entire journey and vehicle

A taxi can cover a short journey from a station, while a private transfer can take you between two towns or places to stay. For a longer ride, send the exact pick-up and destination addresses, the number of passengers, the amount of luggage, and the departure time. Ask for the price for the whole vehicle and check whether it is one-way.

Two or four passengers can split the cost of the same journey only if the chosen vehicle has room for everyone and their bags. Mention a child seat, an additional stop or larger luggage in advance. Confirm these requirements with the operator before booking, rather than waiting until you get in.

A transfer and a driver for an outing are different services

Transport to the starting point of an outing does not mean the driver waits for you to return. If you want a trip with several stops, ask for a quote specifying waiting time, stopping points, and the return address. For a separate return ride, agree on the meeting time and place, and how to get in touch if plans change.

When arriving by plane, the meeting point and what happens if the flight is delayed also matter. Airport choice, transport from the terminal, and the prices of those transfers are covered separately, so compare them before booking your first ride.

06

Kamenari - Lepetane ferry

A short crossing of the Bay of Kotor that makes sense when your journey takes you to the other side.

Drawbacks of the ferry crossing

WaitingTime on the water is only part of the time from arriving at the terminal to continuing your drive.
Foot passengersA free crossing does not include a bus or taxi to and from the terminals.
The wrong side of the bayFor some routes, such as Tivat to Kotor, the crossing is not a useful part of the journey.

When the crossing saves a drive around the bay

The ferry connects Kamenari on the Herceg Novi side with Lepetane on the Tivat side of the Bay of Kotor. It is useful when travelling between Herceg Novi and Tivat because it avoids the drive around the inner bay through Risan, Perast, and Kotor. Your journey still includes reaching the terminal, waiting to board, and continuing after you disembark.

If you are travelling from Tivat to Kotor, the ferry takes you across the bay rather than towards Kotor. The crossing is therefore not a shortcut for every journey around the Bay of Kotor. First check which side of the bay your starting point and destination are on, then compare the ferry with the road route.

Car tickets and free crossings for pedestrians

For a standard passenger car, the published seasonal fare is €5, while the off-season online offer shows €4 for one crossing. Pedestrians and cyclists cross free. The discounted price for residents of Tivat and Herceg Novi is not the general tourist fare, and vans and vehicles with trailers fall into other categories.

A pedestrian can cross the water free, but that does not pay for the journey from Herceg Novi to Kamenari or from Lepetane to Tivat. If you combine the ferry with a bus or taxi, check both journeys to and from the terminals and the return separately.

Departures and the wait to board

The ferry also runs at night, but departure intervals vary with the season and time of day. The winter timetable has more frequent departures during the day than after midnight. For an early flight or a late return, check the departure time from your shore, especially in winter when the overnight timetables for Kamenari and Lepetane differ.

Time spent queuing adds to the crossing time. When you need to arrive at a particular time, allow a buffer for boarding and the onward drive to your final address.

Questions about tickets and extra equipment

Do I need to print a bus ticket bought online?

Read the instructions for the ticket you bought. BusTicket4.me's general instructions require a printed ticket, with exceptions determined by the operator. Unless you have explicit confirmation that a ticket on your phone is enough for your departure, print it before arriving at the station. A QR code in a message does not by itself confirm that printing is unnecessary.

Can I use a return bus ticket with any operator?

Do not assume it is valid on every bus on the same route. Check the operator and the conditions for the return leg before buying. BusTicket4.me distinguishes a fixed-return ticket with a set date and reservation from an open-return ticket, whose validity period and validation requirements depend on the operator's conditions. If you want a free choice of return departure, compare those conditions with buying two separate single tickets.

Can I take a bicycle on a local train?

ŽPCG's domestic tariff provides for carrying a standard single-seat bicycle for €2. The conductor collects the charge. Capacity depends on the train, so check whether your chosen service can take your bicycle before travelling, especially if several of you are travelling together. This price is for the bicycle, with a separate passenger ticket, and does not automatically apply to an international train.
