Driving costs in Montenegro
To budget for driving in Montenegro, add the rental, fuel, parking and charges your plans actually involve. Check separately how much money must remain available for the deposit.
Fuel prices apply for a specific period, tolls depend on the facility and vehicle, and ferry fares can vary with the way you buy the ticket. Below are specific calculations for fuel, Sozina, the Smokovac-Matesevo motorway and the Kamenari-Lepetane ferry, alongside steps for comparing quotes, returning the car and checking the final bill.

Compare the cost of the whole plan
If you are still deciding whether you need a car for your whole stay, compare the full rental and parking cost with a shorter rental and the transfers you would need. If you have already rented a car for the same period, compare two outing options by their differences in fuel, tolls, ferry fares and parking. Do not add that same rental cost to just one option. Track the deposit separately as funds that must remain available: a card hold and a final charge serve different purposes.
What to include in your driving budget
Toll and ferry landmarks
The map marks Smokovac and Matesevo for the motorway section covered here, the Sozina tunnel and Kamenari for the ferry line to Lepetane. Links beside the map open the toll and ferry sections. The map does not show a driving route or the exact approach to a toll lane.
From quote to final bill
01Compare quotes for the same dates
Before booking
For each quote, use the same pickup and return times and locations, required car class and number of drivers. Ask for the final price for that period, including taxes and everything you have selected. Mark any charges for an additional driver, a child seat, pickup outside opening hours, return in another town or authorised travel to another country. Record whether each charge applies per day or once per rental before adding it to the total.
Check how the supplier defines a rental day too. MontenegroCar states in its terms that the minimum rental is 24 hours, with a 30-minute grace period after the agreed return time before an additional day is charged. Check the exact deadline and the consequence of returning late for your own booking, as this calculation applies to that supplier.
02Calculate the cost of the whole day
When choosing your daily plan
For your driving plan, add the kilometres for the outward journey, the return and detours to places you will actually visit. Alongside that total distance, enter the specific car's fuel consumption or a clearly marked assumption, and the price per litre of the correct fuel. The fuel section works through an example of converting kilometres into euros.
List charges for the journeys you will actually make: which tolled facility you enter, where you leave and whether you use it again on the return. Compare two road options by their additional kilometres and charges for the same starting point and destination. Check arrival time separately, as a lower toll alone does not determine how long the journey will take.
03Include parking stops and re-entry
For visits and overnight stays
For each parking location, calculate the whole time the car will be left there, including the night and the morning after arrival if they form part of your stay. Read the billing unit and charging hours, then check that the price you are looking at applies to that period. For several nights, ask for the total price and the conditions for leaving and re-entering. If your accommodation offers a space, establish whether it is included in the price and available throughout your stay.
Compare parking near your destination with a more distant space by adding the parking price and the cost of the onward journey. Include any transport needed from the more distant parking location, and check how far you will have to carry luggage before deciding. Use the separate parking guide for street zones, barriers and local tickets.
04Keep records when closing out the rental
At pickup and return
At pickup, keep the confirmed quote and contract, and check the initial fuel level, mileage and recorded damage in the vehicle report. At return, compare those same details and keep photographs, the receipt for the last fuel purchase and confirmation of handover. On the final bill, distinguish the rental already paid for from new items. For each additional charge, ask for the service name, calculation and contractual basis.
The deposit hold may still appear on your card after you return the car. Enterprise in Podgorica states that the bank releases the hold after notification that the vehicle has been returned. Keep the supplier's confirmation and check whether the bank shows a reserved amount or a final charge. If a new charge appears later, first match it to the relevant bill or document, then contact the supplier with those details.
Fuel, tolls and ferry fares in figures
01Calculate fuel costs from the distance

The Ministry of Energy and Mining published a maximum retail price for the period from 27 October to 2 November 2026 of €1.81 per litre for Eurosuper 95 and €1.98 for Eurodiesel. For another travel period, use the announcement in force then and the fuel specified for your vehicle. The amount you paid at the filling station may differ from the cost of the fuel consumed that day if some fuel remains in the tank.
Estimate the cost by multiplying total kilometres by consumption in litres per 100 kilometres, dividing by 100 and multiplying by the price per litre. For a total of 100 km, with an assumed 6 l/100 km and the petrol price above of €1.81, the calculation is 100 × 6 ÷ 100 × 1.81 = €10.86. For your own calculation, enter your car's consumption in the planned conditions, the total distance and the price in force on your travel date.
02Sozina and the motorway have separate toll calculations

For category II, which includes a two-axle vehicle with an overall height of up to 1.90 m and a maximum authorised mass of up to 3,500 kg, Monteput lists €2.50 for a passage through the Sozina tunnel. On the motorway from the Smokovac toll station, the price to Pelev Brijeg is €1.50, to Verusa €2 and to Matesevo €3.50.
Two passages through Sozina in the same category cost €5, while an outward journey from Smokovac to Matesevo and a return along the same section cost €7. A taller vehicle or a trailer may fall into another category, so the rental company's class name is not enough to select the correct tariff row. Check the dimensions and maximum authorised mass of the vehicle you collect.
If an alternative road added 25 km, at a consumption of 6 l/100 km and a price of €1.81/l, that would add around €2.72 in fuel. In this example, avoiding a €2.50 charge would not reduce the monetary cost. The 25 km is not a measured bypass of Sozina. Enter the difference in distance between your actual road options in your own calculation.
03Check ferry fares by date and purchase method

The Public Enterprise for Coastal Zone Management displayed an online price on 29 October 2026 of €4 for small passenger vehicles and cargo pickups on the Kamenari-Lepetane line. The published tariff lists a seasonal ticket of €5 for this group, while the €3 price is specified separately for residents of the municipalities of Herceg Novi and Tivat. Do not therefore apply the €4 online price to every purchase method, date or vehicle category.
Before calculating the cost, select the appropriate vehicle group and check the price shown for your purchase. Passenger vans are a separate item at €7.50 in the published tariff. For a return journey, include the ticket you need for the second crossing. Under the purchase terms, an online ticket is charged at the price displayed in the shop at the time of purchase, including VAT.
If you are considering the ferry or driving around the bay, compare total costs for your own starting point and destination: tickets and fuel for driving to the departure terminal and from the arrival terminal to your destination, against fuel for the drive around the bay. Allow for the approach, a possible queue, boarding, the crossing and the onward drive after disembarking when calculating arrival time.
Questions before booking and returning the car
I have paid for the rental and extra cover. Why is a deposit still required?
The rental price, the price of an extra package and the deposit are separate items. Enterprise in Podgorica, for example, states that it charges the estimated rental at pickup and places a security deposit hold on a credit card. Its published deposit for Mini and Economy is €300, but this is not a national amount for every agency. A debit card that you can use to pay for the rental with that supplier does not meet its deposit requirement. Before pickup, confirm the amount of the hold, the accepted card and the cardholder's name, as well as the conditions of your selected package. The excess is the maximum amount you may have to pay yourself for damage covered by your selected protection, under its terms. Keep it separate from the premium already paid and the deposit hold. If a package reduces the excess or deposit, check exactly what it changes in your quote. Keep funds available for other travel expenses while the hold is active.
Should I rent a car for the whole stay or just for day trips?
Ask for two quotes for your plans: one for the whole stay, the other for the specific days of driving. Add parking for days when the car is unused to the first, and any transfers, delivery or charges for different pickup and return locations to the second. Keep fuel and charges for the same outings in both calculations. Compare the resulting total costs to see whether the lower daily rate for a longer rental outweighs the cost of the extra days. MontenegroCar explicitly states in its terms that an early return does not entitle you to a refund, so do not treat a seven-day booking as a three-day rental in your budget simply because you plan to return the car early.
Must I return a full tank, and will I get a refund for extra fuel?
Return the car with the fuel level required by your contract, checking the initial vehicle report. Enterprise in Podgorica states that the car must be returned at its initial fuel level and explicitly says the tank may not be full at pickup. If you return it with less, its published terms provide for charging the shortfall plus a €10 refuelling service fee. This is not the pump price of fuel or every supplier's tariff. If you collected a partly filled tank, ask how the appropriate level will be assessed at handover and whether the contract provides any refund for surplus fuel. Do not include such a refund in your budget without confirmation. For a quote with prepaid fuel, ask for a separate explanation of what is included, what is refunded and whether there is a service fee. A photograph of the gauge and a receipt help with comparison, but the remaining range on the display is not a precisely measured quantity of litres.
