Driving Mistakes Visitors Make in Montenegro
Before driving in Montenegro, check whether your chosen road suits your experience and car, where you will leave the vehicle at your destination, and what your rental agreement allows. Give particular thought to arriving at night and continuing into the mountains.
Summer traffic on the coast and conditions on northern roads can change a plan that looks straightforward on a map. An accommodation pin does not tell you where you can drive up to, and a suggested route does not confirm access rights or insurance coverage.

Keep fixed commitments separate from optional stops
First identify what you must do that day: reach your accommodation, pick up or return the car, or catch a flight. Keep a viewpoint or sightseeing stop you could skip as an addition to that plan. If traffic or a closure reduces the time available, drop that extra stop before you have to rush or drive in the dark to meet those commitments.
Check these points before making assumptions
The coast, arrival, and north on the map
Kotor is a reference point for arriving in a coastal town, Podgorica for starting a trip from the central region, and Žabljak for continuing into the mountains. The points mark towns, not parking lots, airport counters, or one recommended route. Open the relevant steps in the article, then check your actual approach.
Four steps before and during your trip
01Review the route before accepting a shortcut
Before choosing your day’s plan
Look through the whole route in your navigation app, rather than just the first turn and arrival time. Note the places you will pass and where you turn onto the local access road. When a shorter option appears, compare the road type, junctions, and final approach with your original route. If a new turn leads onto a road whose surface or access you cannot confirm, keep to the checked approach until you understand the difference.
For a day trip, allow for the return journey and the stops you have actually chosen. Before a longer onward drive, check your remaining fuel and plan to fill up along the confirmed route instead of relying on an unverified detour to a gas station. Use the app’s arrival estimate for the drive, then allow extra time for parking and reaching the accommodation entrance. The driving costs guide explains fuel costs and other charges in detail.
02Agree where the drive ends and the walk begins
Before confirming accommodation
Ask your host for the point where you are allowed to drive up or leave the car, as well as the separate accommodation entrance. If parking is offered, clarify whether a space is reserved for you, where it is, and how to enter and leave. For accommodation in a historic center, check the walk as well: steps, distance with luggage, and how to collect the key. Your arrival will then not depend on trying to drive to the room’s street address.
Choose a backup parking option that also works for you in case your first choice is full. Check its price, payment method, and the hours when charges apply at the parking lot itself. Do not treat a sidewalk or a marked loading space as temporary parking while you carry your bags. Use the separate parking guide for city zones and tickets.
03Check the car against your plan at pickup
At the counter and beside the car
Before signing, confirm the transmission type and check that there is enough space for your passengers and luggage. Show the rental company your actual route if it includes an uncertain local access road or travel outside the country. Clarify who is allowed to drive and how that person is added to the agreement. Keep the confirmed terms and the assistance contact for your booking.
Inspect the car together and record existing damage on the condition report. Take photos that show where a scratch is on the car, not just a close-up. Check the tires, breakdown equipment, and the fuel required for that engine. MontenegroCar, for example, specifically refers to a vehicle condition report at pickup and return in its terms. Keep your photos with that report as supporting evidence.
04Change your plan when conditions change
Before continuing your drive
Before setting off, open the report from Montenegro’s motoring association, AMSCG, and find the exact section you will use. Read the date, type of restriction, permitted travel times, and which vehicles the notice covers. Then check the forecast for the area you will drive through. Conditions on the coast do not confirm that the onward mountain route is passable.
If your route closes, choose an alternative whose access and conditions you can check, postpone that part of the trip, or arrange other transportation. For a breakdown, contact the assistance service specified in your rental agreement and clarify who must authorize a repair before it starts. For immediate danger or injuries, call 112. Road condition updates, rental vehicle assistance, and an emergency response address different problems.
Three assumptions that affect your choices
01A shorter distance can mean a very different road

The UK Foreign, Commonwealth & Development Office (FCDO) warns about summer congestion on the coast and main routes, as well as poorer conditions on rural roads in winter and after bad weather. These are different reasons why distance alone is not enough to choose a route. Traffic may slow a coastal journey, while road width, bends, surface, and visibility can make an important difference on a local mountain approach.
If you are choosing between a main route and a shorter local option, compare the same start and end points, the road you will actually use, and conditions on the final approach. A longer option may better suit a driver who wants to avoid squeezing past oncoming vehicles. Choose a scenic approach when that experience is part of your plan and you can give it the time it needs. A closed road is still closed when an app shows it as the shortest route.
02An accommodation address does not confirm a parking space

When choosing accommodation in Kotor’s historic center, consider whether the steps and approach to the entrance suit your passengers’ needs. If you are traveling with suitcases or a stroller, or someone has reduced mobility, access to the room may matter more than being close to the center.
In its parking enforcement notices, the Municipality of Kotor distinguishes taxi and loading spaces, spaces for people with disabilities, and bus stops. Do not choose an empty space solely because your car will fit. Check who it is intended for and whether a parking permit or ticket is valid for that specific location. A host’s explanation of where guests usually stop does not confirm that you may use a reserved space.
03A route on the map does not change what your rental agreement allows

Enterprise in Podgorica requires you to notify it and obtain approval before taking a rental vehicle to another country. Treat the provider’s approval separately from the documents needed for passengers, the vehicle, and insurance at the specific border crossing. For every country you plan to visit, request confirmation of permitted vehicle use, required documents, and any additional charge. Do not change your border-crossing plan simply because your navigation app suggests a shorter route.
Check restrictions on use within Montenegro too. MontenegroCar’s terms, for example, specifically prohibit driving outside marked public roads and driving by an unauthorized person. Those are that provider’s terms, not a description of every agreement in the country. If you are unsure about the approach to your accommodation or a place you want to visit, show it to the rental company before setting off and keep its response.
Decisions to settle before you travel
Do I need a large SUV for the mountain part of my trip?
Base your choice on the actual road, its surface, your passengers, and luggage. The word “mountain” alone does not determine the vehicle class. For an asphalt route you have checked, consider the car’s dimensions and choose a transmission you can use confidently. A larger car takes up more space when passing oncoming vehicles and parking, while extra ground clearance may help on an uneven approach that is permitted under the rental terms. Show the provider that approach before booking and check whether the chosen vehicle is intended for it. Four-wheel drive does not override an access restriction, a road closure, or the need for appropriate equipment. If an unverified shortcut is your only reason for choosing a more expensive car, clarify or change that part of the plan first.
What if a late flight means my first drive would be at night?
Before arrival, compare driving to your first accommodation with spending the night closer to where you land or arranging a transfer in advance. The US State Department recommends avoiding night driving outside major cities because of unlit mountain and rural roads. This is planning advice, not a ban on every evening drive in a city. Consider fatigue, familiarity with the transmission, and the demands of your actual route. Confirm car pickup and accommodation check-in separately in case of a delay. If you postpone the rental until morning, check the terms of your existing booking before making the change.
What should I do if I notice a new scratch or get a flat tire?
First assess whether you can stop the vehicle safely and whether anyone is injured or in immediate danger. Call 112 for an emergency. For the next steps, notify the rental company, keep your photos, and record the location and what happened. Before changing a tire or arranging another repair, request authorization and instructions for assistance. MontenegroCar, for example, requires a police report for insurance claims and treats coverage for wheels, tires, the underbody, and glass separately. Those are that provider’s terms, so do not assume minor damage is covered or wait until you return the car to report it. Check what your agreement requires and what evidence you need to obtain while you are still at the scene.
