Parking in Montenegro
When parking in Montenegro, first check the type of space, charging period and payment method. A street zone, a car park with a barrier and accommodation parking have different terms of use.
Podgorica uses colour-coded street zones, Kotor rates depend on the car park and season, and Budva distinguishes street zones from car parks with barriers. Check the sign and price list for your chosen space before paying. The same colour name, app or day ticket does not imply the same rules in another city.

Choose parking for the length of your visit
For a short stop, compare the price with the approach and the walk onward. For an overnight stay, first calculate the whole period the car will remain parked, including the morning after arrival. Check separately whether an overnight tariff is offered. If you plan to drive out on trips, check what happens when you return and whether parking again requires a new ticket. Accommodation with a confirmed space of its own can be more practical than searching for parking each day, especially with luggage. Clarify this while you are still choosing accommodation and a vehicle.
Parking at a glance
Cities and their parking systems
Kotor, Budva and Podgorica are the city examples explained below. The points provide orientation. This map does not show zone boundaries, parking entrances or available spaces. For your arrival, find the chosen car park and check its entrance.
From arrival to returning to the car
01Choose a space and check the approach
Before setting off for your destination
Enter the parking entrance in your navigation app, rather than just the address of your accommodation or attraction. For a garage, check the entrance height and width against your car. For accommodation parking, ask for the exact location of the offered space. Establish whether it is yours throughout your stay, shared with other guests, and available to you again after you drive out. A listing that says “parking available” is not enough to plan your arrival without these details.
In a public space, check signs, prohibitions and reserved spaces. The law prohibits parking that obstructs traffic or pedestrians, and specifically prohibits blocking the exit of an already parked vehicle. Paying for parking does not entitle you to occupy such a space. A host’s verbal approval does not establish your right to use a public space. Before choosing a more distant car park, check the walking route for carrying luggage and where you may stop to unload.
02Pay for the correct number plate and zone
Before walking away from the parked car
Compare the number plate on the car with the details you enter in a text message, ticket machine or app. With a hire car, check in particular that an earlier vehicle is not still selected in the app. Choose the zone from the sign beside the space where you have parked. Copy the message format and short code from the local instructions, rather than using a number you remember from another city.
For SMS payment, wait for the reply confirming purchase and read the number plate, zone and expiry time. A sent message without confirmation is not proof of a successful ticket purchase. If a purchase fails, Parking servis Podgorica directs users to another available payment method. Keep the app confirmation or receipt from the sales point. If a machine issues a paper ticket that must be displayed, place it so it can be read through the windscreen. The first FAQ answer explains the procedure with a foreign SIM card.
03Check the times and keep the ticket
Before a longer stay
Read when charges apply, how long the purchased ticket is valid and whether there is a maximum stay. Extending payment and being allowed to stay longer are separate questions. Do not assume that another zone’s charging hours, free Sunday or maximum stay apply here. For a day ticket, check whether it lasts until the end of that particular day or for a specified number of hours after purchase.
At a car park with a barrier, keep the entry ticket until you leave. If the price list charges for “each hour or part of an hour”, one hour and one minute count as two billed hours. Before leaving the car for longer, also check when you can drive out. For several nights, ask for the total price and re-entry rule, rather than assuming a day ticket secures the same space whenever you return.
04Keep the notice and identify its issuer
If you find a document on the vehicle
If you find a document on the car, first read who issued it and why. A parking operator’s notice for an unpaid service and a document from the competent authority for illegal parking require enquiries to different issuers. Photos of the document, space, signs and any existing payment confirmation help explain your particular case. Do not work out the amount from a photo of somebody else’s notice on a forum.
If you paid, compare the vehicle, zone and period with the details on the notice, then submit your evidence to the issuer using its complaints procedure. Parking servis Herceg Novi expressly provides for complaints and checks of such cases. A complaint does not mean automatic cancellation. With a hire car, notify the company and separately check any contractual administrative fee. Keep confirmation that the matter has been settled with your hire documents.
Podgorica, Kotor and Budva: different charging systems
01Podgorica: street zones and public garages

Parking servis Podgorica publishes three street zones. Red zone I costs €0.60 per hour and uses SMS number 14551, yellow zone II costs €0.50 and uses 14552, and green zone III costs €0.40 and uses 14553. The message contains only the number plate, without spaces or other special characters, following the local example PGAB123. The confirmation identifies the vehicle, zone and period purchased.
For the ticket machine, the operator describes a choice of one hour in zone I, up to two in II and up to three in III. The machine accepts coins and issues a ticket to display in the vehicle. You can also buy a ticket at marked sales points, including Tobacco S Press. For a longer stay, consider garage G1 on Novaka Miloseva Street and G2 on Karadjordjeva Street, both charging €0.60 for each hour or part of an hour. Do not assume that every facility called a garage is open to occasional users: G5 Maxim is for subscribers.
The €1.50 day ticket applies to specifically marked locations in zones II and III. It is not the daily price for every yellow or green street. For a stay of several hours, compare the specifically marked day-ticket car park or the listed public garage with the zone beside your destination.
02Kotor: hourly charging and seasonal rates

In the published price list from Komunalno Kotor, rates for a passenger car with up to five seats differ by car park. Riva charges €4.80 for each hour or part of an hour from 1 April to 31 October, or €2.40 from 1 November to 31 March. For Benovo, the rates in those same periods are €1.90 and €1.10. Autoboka and Puc have a listed rate of €0.90 for each hour or part of an hour, without that seasonal split.
This allows a comparison before entry: two billed hours at Riva in the summer period cost €9.60, compared with €3.80 at Benovo. Do not treat the reduced first-hour Riva rate for municipal residents as the general visitor rate.
For a larger car, check its tariff category. The same document has separate entries for vehicles with seven or more seats and special vehicle types. Do not use their daily amounts as the price for an ordinary passenger car. If you need overnight parking, the published hourly rate alone does not confirm that a separate overnight or multi-day ticket exists.
03Budva: a street zone or a car park with a barrier

For on-street parking in Budva, you buy a ticket for the chosen zone. Parking servis Budva lists SMS, e-KIOSK and sales points as purchase and activation methods. Read the price, period and messaging number for the particular zone. Podgorica’s colour and number system does not automatically apply here.
Car parks with barriers follow a different procedure: the operator lists year-round operation, 24 hours a day, charging for each hour or part of an hour, and payment on exit. The price is displayed at the entrance. Cash or card acceptance depends on the particular car park. A barrier car park can be practical if you want to pay for the time actually spent there when you leave, but this system does not imply one citywide price, an available space or a reservation.
If a zone inspection finds that parking has not been paid for, the operator issues a daily parking charge notice for €50. It lists €33.33 for payment within eight days of issue, with the notice valid for 24 hours. It is not a regular day ticket to choose in advance, nor the amount of every parking violation in Montenegro.
Questions about payments and overnight stays
I have internet or an eSIM, but the parking text will not go through. How can I pay?
Internet access does not confirm that you can pay for parking by sending a message from your number to a short code. Parking servis Herceg Novi says this purchase is available only through domestic mobile operators, with foreign numbers and roaming unsupported. For that city, the operator’s app provides card payment separately from billing through a domestic phone account. Another option is a digital ticket bought at a marked kiosk and linked to the number plate. In Podgorica, alternatives are a coin-operated ticket machine or the listed sales points. In Budva, you can use e-KIOSK, a sales point or a suitable car park with a barrier. Open the particular operator’s official instructions and check that the app actually offers card purchase, rather than simply preparing an SMS message. Treat the purchase as complete only when you receive successful confirmation for your car.
Does a day ticket cover 24 hours, and can I leave the car for several nights?
The name “day ticket” is not enough to reach that conclusion. For its regular day ticket, Parking servis Herceg Novi specifies validity on the day of purchase during charging hours, only in the chosen zone, with no such ticket in the purple zone. This is not a ticket for the next 24 hours from any chosen purchase time. Kotor’s price list for an ordinary passenger car lists hours or parts of hours, without confirming a separate package for several nights. If you arrive in the evening and leave two days later, give the operator your exact period and vehicle class, then ask for the total charge, overnight-parking terms and rules for leaving and returning. If your accommodation offers its own space, clarify whether it is included for that entire stay. Do not multiply the price of one day ticket until you know which period it covers.
There is a notice on the car with no amount, and I leave tomorrow. What should I do?
Before leaving, send or show the document to its issuer and ask what it requires of you, any amount due, the deadline and precise instructions. Without these details, do not copy an account number or payment reference from somebody else’s case. Have a photo of the entire document, the number plate, date and location, and evidence if you already paid for parking. With a hire vehicle, involve the company while you are still available and keep the written reply. If you pay, keep the confirmation and check that it has been recorded against the correct document. If you dispute the obligation, ask the issuer for the applicable procedure. The amount and reduction for Budva’s daily parking charge notice do not determine the amount of an unclear notice from another authority or city. Leaving the country does not itself confirm that the matter is resolved.
