A safe stay

Safety in Tivat

Tivat is generally a safe place for a tourist stay, including solo travel and an evening out. Ordinary attention to personal belongings is enough for everyday activities, particularly in busy places. On a seaside holiday, belongings left on shore while you are in the water also need attention.

The Tivat coast has beaches beside the town promenade, while Vrmac rises above the bay with walking trails between Tivat and Kotor. A day at the beach and a walk up this ridge therefore need different preparation. Swimming conditions and lifeguard supervision matter at the beach, while a walk on Vrmac calls for attention to the weather, difficulty of the trail and time needed to return.

A safe stay in Tivat means recognizing the circumstances that call for extra care. Swimming and a trip to Vrmac depend on conditions at the destination, while a disputed charge depends on what was actually agreed. Here you can understand what a particular warning means for your stay and who to contact when you need help.

Safety

Risk overview for Tivat

Ordinary personal awareness applies to a stay in town. Extra care is needed in particular circumstances, including longer main-road journeys, intense heat and a warning at the beach you are visiting.

Personal safety in the city

Personal belongings need closer attention on a crowded Tivat promenade or during a journey. A bag or phone can more easily slip out of sight, so the main concern is the possibility of petty theft. At the beach, the same care applies to belongings left on shore while you are in the sea.

If something is stolen, report it to the police on 122. If a bank card was in the missing wallet, contact your bank to block it. The bank prevents further use of the card, while the police take the theft report and investigate what happened.

02

Going out at night and traveling alone

Tivat is suitable for solo travel and an evening out with ordinary personal awareness. If you take a taxi back to your accommodation, an official service gives you an identifiable operator and someone to contact. You can find contacts for licensed taxi services in the practical information for Tivat.

03

Problems with tourist services

If a tourist service differs from what was agreed, or you are charged for something you did not use, you have grounds to ask for an explanation and make a complaint. A disagreement alone is not proof of fraud. Service irregularities fall within the remit of the relevant inspectorate, while suspected criminal offences should be reported to the police.

Taxis and unlicensed transport

For a journey in Tivat, choose an officially licensed taxi service rather than a provider whose identity and permission to operate are unknown. Contacts for licensed taxi services are listed in the practical information for Tivat.

If you dispute a fare, first discuss the amount with the operator. You can report irregularities in taxi services within Tivat to the Secretariat for Inspection Affairs at [email protected] or +382 32 784 785. The vehicle registration, place and time of the journey tie the complaint to a particular incident. Include the receipt if you have it.

Accommodation and hospitality services

For a problem with accommodation or restaurant service, explain the difference between what was agreed and what you received. A receipt, booking confirmation or correspondence can help show that difference, so contact the establishment first with the documents you have. Accommodation or hospitality irregularities can be reported to the tourism inspectorate at [email protected].

Reporting suspected fraud

Suspected criminal fraud, theft or threats should be reported to the police. Call 122 or make a report at a police station. Payment confirmations, correspondence and any details you have about the service provider help explain what happened. A police report helps establish whether a crime took place, but does not itself guarantee a refund.

04

Car rental

The deposit you leave when renting a car is separate from the rental price and is a normal part of the contract. A problem arises if the agency cannot explain why it has retained the deposit, or charges for damage you dispute. The agreed terms and the car’s condition at collection and return provide the basis for resolving that dispute.

Registered agencies and rental terms

Rent only from an agency with a registered business and the required operating approval, or through the Hire And Travel platform, which brings together offers from such agencies. The contract should identify the agency clearly and set out the rental price and deposit terms. These details establish who takes on the contractual obligations and whom to contact with a complaint.

For questions about an agency’s permission to operate in Tivat, contact the municipal Secretariat for the Economy at [email protected], which handles approval of car rental businesses.

Deposits and damage charges

Depending on the contract, a deposit may be a card hold or a payment. If damage is charged when you return the car, the collection and return reports and photographs allow its condition to be compared. They help clarify which damage is being charged for and whether it was already present. Ask the agency for a written breakdown and the basis for any damage charge or additional fee you dispute.

For a card hold, release of the deposit does not mean the funds are immediately available in your account. If the agency has released the hold but the funds remain unavailable, check the processing with your bank. This is different from an agency retaining the deposit. Suspected criminal fraud is reported to the police on 122.

Comparing offers and booking support

Through the Hire And Travel platform, you can compare rental offers from verified, legally operating agencies in Tivat for your dates. Alongside the rental price, the deposit and insurance terms show the obligations you accept with the vehicle. If a dispute concerns a booking made through the platform, contact both the agency and platform support with your booking confirmation and payment documents.

05

Road safety

A trip around the Bay of Kotor from Tivat takes you from town streets onto the main road. In summer, heavier traffic slows the approach to town and the road towards Lepetane, so a short distance between places does not necessarily mean a short journey. These delays also matter when you have an agreed time to collect or return a rental car.

Between settlements, the main road includes stretches where vehicles travel faster than in town. A collision at higher speed can have more serious consequences, so extra care applies to these stretches in particular. A slow queue and an open road therefore present different conditions within the same coastal journey.

06

Health and weather

A stay in Tivat often includes extended time on the coast or at the beach. During intense heat, this exposure can be demanding even without a long walk or physical exertion, particularly for children, older visitors and people with chronic health conditions. A shorter swim in the morning or evening and a break in a cool indoor space reduce time spent in the greatest heat.

07

Safety outdoors

Tivat beaches are part of a bay also used by boats. Swimming safety therefore depends on the marked swimming area, warnings at the beach and whether a lifeguard is actually on duty. A calm-looking sea alone does not tell you whether swimming is permitted at that moment.

Flags, lifeguards and the swimming area

A green flag indicates safe swimming conditions, a yellow flag means swimming is restricted and may be dangerous, and a red flag means swimming is prohibited or the lifeguard is off duty. Do not enter the sea when a red flag is displayed. The notice by the lifeguard station also lists duty hours, so a tower alone does not mean supervision lasts all day.

At a beach marked off with buoys, the enclosed area is for swimmers and boats are not allowed inside it. Swimming beyond that area takes you outside the part of the sea set aside for bathing. Piers are also found beside Tivat beaches, so the boundary of the swimming area separates swimmers from boat traffic.

Walking on Vrmac

Vrmac rises above Tivat to the 785-meter summit of Sveti Ilija. Walking trails run along the slopes and ridge between Tivat and Kotor, and preparation depends on the chosen route, ascent and return journey. Weather on the coast does not tell you enough about conditions on the trail.

During intense heat, the climb adds to exposure to high temperatures, while dry conditions also bring the possibility of wildfires. If a weather or wildfire warning applies to the area of your trip, choose the day and route accordingly.

08

Local rules and documents

Foreign visitors in Montenegro must carry a valid identity document and show it to an authorized official when asked. Which document is acceptable depends on the basis of your stay and the document permitted for entry. A photograph or copy can help establish your details, but does not replace a valid identity document.

If you lose the document, report the loss without delay to the relevant police service or your country’s diplomatic representation. Keeping its number or a copy can make obtaining a replacement easier.

09

Emergencies and assistance

In an emergency, call 112, the common number that connects you with the appropriate service. It is particularly useful if you are unsure whether you need the police, firefighters or an ambulance. You can also call each service directly using the numbers below.

Roadside assistance and rental vehicles

For a vehicle breakdown, AMSCG roadside assistance is available on 19807. If the car is rented, notify the agency too: the rental terms determine how assistance is arranged and what happens to the vehicle. After an accident, the documents required by the agency also matter, including a police report where one is needed for the particular case.

The cost of assistance depends on the vehicle, contract and services covered. AMSCG assistance is not free for every vehicle, so for a rental car the intervention cost also needs to be clarified under the rental terms.

Questions about a safe stay in Tivat

Does my accommodation need to keep my passport throughout my stay?

Your accommodation needs your details to register you as a guest. Once they have been recorded, ask for the document back so that you can carry valid identification during your stay.

Can I cross the border with a police report if I lose my passport?

A police report does not replace a document valid for crossing the border. If you have no other document that permits you to cross, contact your country’s embassy or consulate for an appropriate travel document before continuing your journey.

Can I ask for help in English through 112?

Yes. The 112 service can communicate in English, and calls are free.
