A safe stay

Safety in Budva

Budva is generally a safe destination for tourists, and ordinary personal awareness is enough for a solo visit or an evening out. The summer season brings many visitors, so the main concern in crowds is keeping track of personal belongings. This also matters for belongings left on shore while you are in the sea.

On the Budva Riviera, a stay in town and time at the beach share the same coast, while trips inland bring different weather conditions. At the beach, the warning displayed at the particular beach and the presence of a lifeguard matter. A trip into the hills needs separate preparation for the weather and trail at the destination.

A safe stay in Budva depends on knowing when ordinary personal awareness is enough and when conditions call for extra care. Beach conditions can change with the weather and the sea, while a problem with a tourist service is assessed against what was agreed and charged. The explanations below help you recognize when assistance is needed and who handles the particular situation.

Safety

Risk overview for Budva

Ordinary personal awareness applies to a stay in town. Extra care depends on the activity and conditions, particularly when driving along the Riviera, during intense heat or when a beach warning is displayed.

01

Personal safety in the city

Petty theft is a possible concern in tourist crowds, so personal belongings need attention in packed spaces or during a journey in Budva. At the beach, the same concern applies to bags, phones and documents left on shore while you are in the water.

If something is stolen, report it to the police on 122. If a bank card was in the missing wallet, contact your bank to block it. The bank prevents further use of the card, while the police take the theft report and investigate what happened.

02

Going out at night and traveling alone

An evening out in Budva can be planned with ordinary personal awareness. For a taxi back, an official service gives you an identifiable provider and someone to contact. You can book directly with a chosen operator through the Budva taxi contacts in the practical information.

03

Problems with tourist services

If a tourist service differs from what was agreed, or you are charged for something you did not use, you have grounds to ask for an explanation and make a complaint. A disagreement alone is not proof of fraud. Service irregularities fall within the remit of the relevant inspectorate, while suspected criminal offences should be reported to the police.

Taxis and unlicensed transport

For a taxi journey in Budva, choose an officially licensed operator. The roof sign, service name and phone number identify the provider, which also gives you a contact if you question the fare. Contacts for licensed taxi operators are listed in the practical information for Budva.

Complaints in Budva have included charges above the prescribed tariff and failure to issue receipts, alongside problems with unlicensed taxi services. First discuss a disputed charge with the operator, and report irregularities in taxi services within the municipality to the Municipal Inspectorate at [email protected] or +382 68 861 303. The vehicle registration, place and time of the journey tie the complaint to a particular incident. Include the receipt if you have it.

Accommodation and hospitality services

For a problem with accommodation or restaurant service, explain the difference between what was agreed and what you received. A receipt, booking confirmation or correspondence can help show that difference, so contact the establishment first with the documents you have. Accommodation or hospitality irregularities can be reported to the tourism inspectorate at [email protected].

Reporting suspected fraud

Suspected criminal fraud, theft or threats should be reported to the police. Call 122 or make a report at a police station. Payment confirmations, correspondence and any details you have about the service provider help explain what happened. A police report helps establish whether a crime took place, but does not itself guarantee a refund.

04

Car rental

The deposit you leave when renting a car is separate from the rental price and is a normal part of the contract. A problem arises if the agency cannot explain why it has retained the deposit, or charges for damage you dispute. The agreed terms and the car’s condition at collection and return provide the basis for resolving that dispute.

Registered agencies and rental terms

Rent only from an agency with a registered business and the required operating approval, or through the Hire And Travel platform, which brings together offers from such agencies. The contract should identify the agency clearly and set out the rental price and deposit terms. These details establish who takes on the contractual obligations and whom to contact with a complaint.

Deposits and damage charges

Depending on the contract, a deposit may be a card hold or a payment. If damage is charged when you return the car, the collection and return reports and photographs allow its condition to be compared. They help clarify which damage is being charged for and whether it was already present. Ask the agency for a written breakdown and the basis for any damage charge or additional fee you dispute.

For a card hold, release of the deposit does not mean the funds are immediately available in your account. If the agency has released the hold but the funds remain unavailable, check the processing with your bank. This is different from an agency retaining the deposit. To report irregularities in vehicle rental in Budva, contact the Secretariat for the Economy at [email protected] for the local tourism inspectorate. Suspected criminal fraud is reported to the police on 122.

Comparing offers and booking support

Through the Hire And Travel platform, you can compare rental offers from verified, legally operating agencies in Budva for your dates. Alongside the rental price, the deposit and insurance terms show the obligations you accept with the vehicle. If a dispute concerns a booking made through the platform, contact both the agency and platform support with your booking confirmation and payment documents.

05

Road safety

The Adriatic Highway connects Budva with other towns on the Riviera, so a trip to a beach outside town often includes a drive along it. On stretches outside built-up areas, higher speeds make a collision more serious, while the summer season adds to traffic on the coast. The care needed for such a trip therefore depends on the main road and the traffic you encounter there.

06

Health and weather

During intense heat, a day on a Budva beach can mean several hours of exposure to high temperatures. This particularly affects children, older visitors and people with chronic health conditions. For vulnerable visitors, a shorter swim in the morning or evening, with a break in a cool indoor space during the hottest part of the day, reduces exposure compared with an uninterrupted day on the beach.

07

Safety outdoors

At managed beaches on the Budva Riviera, lifeguards and flags indicate the conditions for swimming. They apply to the particular beach, so a calm-looking sea alone does not tell you whether swimming is permitted or a lifeguard is on duty.

Flags, lifeguards and the swimming area

A green flag indicates safe swimming conditions, a yellow flag means swimming is restricted and may be dangerous, and a red flag means swimming is prohibited or the lifeguard is off duty. Do not enter the sea when a red flag is displayed. The notice by the lifeguard station also lists duty hours, so a tower alone does not mean supervision lasts all day.

At a beach marked off with buoys, the enclosed area is for swimmers and boats are not allowed inside it. Swimming beyond that area takes you outside the part of the sea set aside for bathing. This matters on a Riviera where swimming and boat excursions take place along the same coast.

Trips inland

For a trip from Budva into the hills or mountains, conditions at the destination matter and may differ from the weather at the beach. Changeable mountain weather and an unmarked trail require preparation for the particular route, rather than simply the distance from your accommodation. Wildfires are also possible in the dry summer period. If a warning applies to the area of your trip, take it into account before leaving.

08

Local rules and documents

Foreign visitors in Montenegro must carry a valid identity document and show it to an authorized official when asked. Which document is acceptable depends on the basis of your stay and the document permitted for entry. A photograph or copy can help establish your details, but does not replace a valid identity document.

If you lose the document, report the loss without delay to the relevant police service or your country’s diplomatic representation. Keeping its number or a copy can make obtaining a replacement easier.

09

Emergencies and assistance

In an emergency, call 112, the common number that connects you with the appropriate service. It is particularly useful if you are unsure whether you need the police, firefighters or an ambulance. You can also call each service directly using the numbers below.

Roadside assistance and rental vehicles

For a vehicle breakdown, AMSCG roadside assistance is available on 19807. If the car is rented, notify the agency too: the rental terms determine how assistance is arranged and what happens to the vehicle. After an accident, the documents required by the agency also matter, including a police report where one is needed for the particular case.

The cost of assistance depends on the vehicle, contract and services covered. AMSCG assistance is not free for every vehicle, so for a rental car the intervention cost also needs to be clarified under the rental terms.

Questions about a safe stay in Budva

Does my accommodation need to keep my passport throughout my stay?

Your accommodation needs your details to register you as a guest. Once they have been recorded, ask for the document back so that you can carry valid identification during your stay.

Can I cross the border with a police report if I lose my passport?

A police report does not replace a document valid for crossing the border. If you have no other document that permits you to cross, contact your country’s embassy or consulate for an appropriate travel document before continuing your journey.

Can I ask for help in English through 112?

Yes. The 112 service can communicate in English, and calls are free.
