For a relaxed stay in Ulcinj, it is useful to understand when ordinary personal precautions are enough and when circumstances call for extra care. If a problem arises, its nature determines which service you contact and what help you can expect. A service complaint and a suspected criminal offence therefore follow different procedures.

Safety

Risk overview for Ulcinj

A tourist stay in Ulcinj calls for ordinary personal precautions. Extra care is needed when driving on main roads outside built-up areas and during very hot weather. Swimming depends on the conditions at the particular beach on that day.

01

Personal safety in the city

When exploring the Old Town or relaxing on Velika Plaza beach, pay closer attention to your belongings if it is crowded. A bag or phone can more easily slip out of sight in a crowd, so the main concern is the possibility of petty theft.

If a theft occurs, report it to the police by calling 122. If your wallet and payment card are missing, contact your bank to block the card. The bank prevents further use of the card, while the police take the theft report and establish what happened.

02

Getting around at night and travelling solo

Ulcinj is suitable for solo travel and evenings out with ordinary personal precautions. If you take a taxi back to your accommodation, choose an official, licensed service so you know who is providing the ride.

If you are staying in the Old Town, its pedestrian area also matters when planning your return. Agree with the operator where the ride will end.

03

Problems with tourist services

If a tourist service differs from what was agreed, or you are charged for something you did not use, you have grounds to ask for an explanation and make a complaint. A disagreement of this kind is not, by itself, proof of fraud. The relevant inspection authority deals with service irregularities, while suspected criminal offences are reported to the police.

Taxis and unlicensed transport

For a taxi ride in Ulcinj, choose an official, licensed service so you know who is providing it. You can find contact details for Ulcinj taxi services in the practical information. If you disagree with the fare charged, first raise it with the operator.

Taxi transport within the municipality of Ulcinj is overseen by the Secretariat for Municipal Supervision and Inspection Affairs. You can report irregularities by calling +382 30 412 355 or emailing [email protected]. The vehicle's registration number and the place and time of the ride link your report to the specific event. Include the receipt if you have one.

Accommodation and restaurant services

If you have a problem with accommodation or service at a restaurant, your complaint should explain what was agreed and what you received. A receipt, booking confirmation or correspondence can show the difference, so first send your complaint to the property or restaurant with the documents you have. You can report irregularities in accommodation or restaurant services to the tourism inspection authority at [email protected].

Reporting suspected fraud

The police deal with suspected criminal fraud, theft or threats. You can make a report by calling 122 or at a police station. Proof of payment, correspondence and any details you have about the service provider help explain what happened. A police report is used to establish whether a criminal offence may have occurred, but does not itself mean your money will be returned.

04

Hiring a vehicle

The deposit you leave when hiring a car is separate from the hire price and is a normal part of the agreement. A problem arises if the agency does not explain why it has retained the deposit or charges for damage you dispute. Such a dispute is addressed according to the agreed terms and the car's condition at collection and return.

A registered agency and hire terms

Hire a car only from an agency with a registered business and authorisation to operate, or through the Hire And Travel platform, which brings together offers from such agencies. The agreement should clearly identify the agency, along with the hire price and deposit terms. These details show who is responsible for the contractual obligations and whom to contact with a complaint.

Deposits and damage charges

The deposit may be a hold on your card or a payment, depending on the agreement. If you are charged for damage when returning the car, the records and photos from collection and return allow you to compare its condition. They make it easier to establish which damage is being charged for and whether it was already there. Ask the agency for a written breakdown and the basis for any damage charge or extra fee you dispute.

With a card hold, releasing the deposit does not mean the funds are immediately available in your account. If the agency has released the hold but the money is not yet available, check with your bank when the processing will be completed. This differs from a case in which the agency retains the deposit. Report suspected criminal fraud to the police by calling 122.

Comparing offers and booking support

Through the Hire And Travel platform, you can compare offers from verified, legal car hire agencies in Ulcinj for your dates. Alongside the hire price, the deposit and insurance terms show which obligations you accept with your chosen vehicle. If a dispute arises over a booking made through the platform, send your complaint to the agency and the platform's support team with your booking confirmation and payment documents.

05

Road safety

Ulcinj's Old Town is a pedestrian area with cobbled lanes. One of the public car parks lies below its northern walls, from where you continue your visit to that part of town on foot.

Driving outside Ulcinj during the summer tourist season can take longer because of heavier traffic on coastal roads. This matters if you are collecting or returning a car outside the city at an agreed time. Higher speeds on main roads outside built-up areas also make the consequences of a collision more serious, so adjust your driving to that stretch of road.

06

Health and weather

Very hot weather puts a strain on the body, especially during a longer visit to the Old Town or time spent on Velika Plaza beach. Children, older people and travellers with chronic health conditions are particularly vulnerable. Choose a cooler part of the day for a walk, and take a break in a cool indoor space to reduce the time you spend in the hottest conditions.

07

Safety outdoors

Velika Plaza is a sandy beach in Ulcinj where you can spend time by the sea and swim. Before entering the water, take account of that day's conditions and the warnings and instructions that apply at the particular beach.

Beach signs and swimming areas

If warning flags are displayed at the beach, follow them. Green means swimming is permitted, yellow means swimming is restricted and may be dangerous, while red means swimming is prohibited or warns that the lifeguard is not on duty. Follow other posted warnings as well, and the lifeguard's instructions where a lifeguard is present.

Boats and other vessels travel along Montenegro's coast, especially in summer. When swimming, pay attention to nearby vessels and use a designated swimming area where one is available.

08

Local rules and documents

Foreign visitors in Montenegro must carry a valid identity document and show it to an authorised official when asked. Which document is acceptable depends on the basis of your stay and the document that permitted your entry. A photo or copy of the original can help establish your details, but it does not replace a valid document.

If you lose the document, report the loss without delay to the relevant police service or your country's diplomatic representation. A saved document number or copy can then make it easier to obtain a replacement.

09

Emergencies and assistance

In an emergency, you can call 112, the general number that connects you with the appropriate service. It is especially useful when you are not sure whether you need the police, fire service or emergency medical assistance. You can also call each service directly using the numbers listed below.

Roadside assistance and a hired vehicle

If your vehicle breaks down, AMSCG roadside assistance is available on 19807. If the car is hired, notify the agency too, because the hire terms determine how assistance is arranged and what happens to the vehicle. After an accident, the documents required by the agency also matter, including a police report when needed for the particular case.

The cost of assistance depends on the vehicle, the agreement and the scope of the service. AMSCG assistance is not free for every vehicle, so the cost for a hired car should also be clarified according to the hire terms.

Questions about a safe stay in Ulcinj

Should my accommodation keep my passport for the whole stay?

Your accommodation needs your details to register you as a guest. Once those details have been recorded, ask for your document back so you can carry valid identification during your stay.

Can I cross the border with a police report if I lose my passport?

A police report does not replace a document for crossing the border. If you do not have another document that allows you to cross, contact your country's embassy or consulate for the appropriate travel document before continuing your trip.

Can I ask for help in English by calling 112?

Yes. The 112 service can communicate in English, and calls are free.
