A safe stay

Safety in Cetinje

Cetinje is generally safe for visitors, including solo travellers and people going out in the evening. Pay particular attention to your belongings in crowds. A trip to Lovcen needs additional preparation suited to your chosen route and the effort involved.

Cetinje is a base for visiting Lovcen National Park. The narrow approach to the mausoleum and the climb of 461 steps call for different preparation from an ordinary visit around town.

For a relaxed stay in Cetinje, it is useful to distinguish everyday precautions from the preparation needed for a trip to Lovcen. If a problem arises, its nature determines which service to contact and what help you can expect.

Safety

Risk overview for Cetinje

Everyday personal precautions are enough for an ordinary visit to Cetinje. More care is needed on the narrow approach to the mausoleum and on more demanding hikes on Lovcen, with preparation based on the mountain forecast.

01

Personal safety in town

During a visit to Cetinje, paying attention to your belongings is especially important in crowds. A bag or phone can more easily slip out of sight, so the main concern is the possibility of petty theft.

If a theft does occur, report it to the police on 122. If a payment card has gone missing with your wallet, contact your bank to block it. The bank stops further use of the card, while the police take the theft report and investigate what happened.

02

Going out at night and travelling alone

Cetinje is suitable for solo visits and evenings out with everyday personal precautions. For a taxi ride back, choose an officially licensed service where you know who is providing the ride. Knowing the operator's identity also matters if you later need to query a charge or make a complaint.

03

Problems with tourist services

If a tourist service differs from what was agreed, or you are charged for something you did not use, you have reason to ask for an explanation and make a complaint. A disagreement of this kind is not in itself evidence of fraud. Inspection authorities deal with irregularities in the service provided, while suspected criminal offences are reported to the police.

Taxis and unlicensed transport

For a ride in Cetinje, choose an officially licensed taxi service whose operator can be identified. You can find local taxi contacts in the practical information. If you disagree with the amount charged, first ask the operator to explain it.

The Municipal Police and Inspection Service oversees taxi transport within Cetinje's municipal territory. You can report irregularities on +382 41 233 455 or at [email protected]. The vehicle's registration number and the place and time of the ride link your report to a specific event. Include the receipt if you have it.

Accommodation and dining services

When there is a problem with your accommodation or a restaurant service, your complaint should relate to what was agreed and what you received. A receipt, booking confirmation or correspondence can show the difference, so first contact the establishment with the documentation you have. You can report irregularities in accommodation or dining services to the tourism inspection authority at [email protected].

Reporting suspected fraud

The police handle suspected criminal fraud, theft or threats. You can make a report on 122 or at a police station. Payment confirmation, correspondence and any details you have about the service provider help explain what happened. A police report is used to investigate a possible criminal offence, but does not in itself mean that your money will be returned.

04

Hiring a car

The deposit you leave when hiring a car is separate from the hire price and is a normal part of the contract. A problem arises if the agency does not explain why it is keeping the deposit, or charges for damage you dispute. The terms of the agreement and the car's condition at collection and return are the basis for resolving such a dispute.

A registered agency and hire terms

Hire a car only from an agency with a registered business and approval to operate, or through the Hire And Travel platform, which brings together offers from such agencies. The contract should clearly identify the agency and state the hire price and deposit terms. These details tell you who takes on the contractual obligations and who to contact with a complaint.

The Secretariat for Finance and Economic Development issues approval to provide car hire services in Cetinje. For information about an agency's approval, you can contact it at [email protected].

Deposits and damage charges

Depending on the contract, a deposit can be a hold on your card or a payment. If you are charged for damage when returning the car, the condition report and photos from collection and return can be used to compare its condition. They help establish which damage is being charged for and whether it was already present. For damage or an additional charge that you dispute, ask the agency for a written breakdown and the basis for the charge.

When a deposit is held on a card, releasing it does not mean the funds are immediately available in your account. If the agency has released the hold but the money is still unavailable, ask your bank about the processing status. This is different from the agency keeping the deposit. Suspected criminal fraud should be reported to the police on 122.

Comparing offers and booking support

Through the Hire And Travel platform, you can compare offers from verified, legally operating car hire agencies in Cetinje for your dates. Alongside the hire price, deposit and insurance terms show the obligations you accept with your chosen car. If a dispute arises over a booking made through the platform, contact the agency and platform support with your booking confirmation and documentation of the charge.

05

Road safety

Cetinje is a base for visiting Lovcen National Park, and the asphalt road to the foot of Njegos Mausoleum is quite narrow. Driving along this final approach calls for more care than getting around town.

06

Health and weather conditions

Mountain weather can differ considerably from conditions elsewhere in Montenegro. For a trip to Lovcen, the mountain forecast matters, as well as the weather at your starting point. Choose clothing for those conditions and protect yourself from the sun while spending time outdoors.

07

Safety in nature

There are 461 steps leading to Njegos Mausoleum on Lovcen, so be prepared for the climb. If you choose a hike, assess its terrain, distance and ascent alongside the forecast for the day of your trip.

Choosing a hike and planning your return

At the Lovcen National Park visitor centre, you can get information about walking trails. For a more demanding hike, a local guide can assess whether the terrain and ascent suit your experience, taking the forecast for the day of the trip into account. While walking, stay on the marked route, as leaving the trail can lead to getting lost.

Leave someone details of your planned route and expected return time. This means someone knows where you were headed if a problem occurs or you do not return when expected. If you need emergency help in the mountains, call 112 and explain where you are.

08

Local rules and documents

Foreign visitors in Montenegro should carry a valid identity document and show it to an authorised official when asked. Which document is accepted depends on the basis for your stay and the document permitted for entry. A photo or copy of the original can help establish your details, but does not replace valid identification.

If you lose a document, report the loss without delay to the relevant police service or your country's diplomatic mission. Keeping the document number or a copy makes the process of obtaining a replacement easier.

09

Emergencies and assistance

In an emergency, you can call 112, the general number that connects you with the appropriate service. It is especially useful when you are unsure whether you need the police, fire service or emergency medical assistance. You can also call each service directly using the numbers listed below.

Roadside assistance and hire cars

For a vehicle breakdown, AMSCG roadside assistance is available on 19807. If you have hired the car, also notify the agency, because the hire terms determine how assistance is arranged and what happens to the vehicle. After an accident, the documentation required by the agency matters too, including a police report when it is needed for the particular case.

The cost of roadside assistance depends on the vehicle, contract and scope of the service. AMSCG assistance is not free for every vehicle, so the cost for a hire car should also be clarified according to the hire terms.

Questions about a safe stay in Cetinje

Should I leave my passport with my accommodation for the entire stay?

Your accommodation needs your details to register you as a guest. Once those details have been recorded, ask for your document back so that you can carry valid identification during your stay.

Can I cross the border with a police report if I lose my passport?

A police report does not replace a document accepted for crossing the border. If you have no other document that allows you to cross, contact your country's embassy or consulate to obtain the appropriate travel document before continuing your journey.

Can I call 112 for help in English?

Yes. The 112 service can communicate in English, and calls are free.
