Where to park in Ulcinj
In Ulcinj, parking rates depend on both the season and the type of parking. The red and yellow street zones have separate rates, while the car parks by Pristan, the Old Town, Pinjes and the road towards Stoj have their own price lists. On-street parking is charged every day in summer, while the winter schedule changes at weekends.

The parking areas by Pristan and the walls provide different approaches to Ulcinj's Old Town. There are separate parking locations towards Pinjes, Djerane and Stoj, while the red and yellow zones determine which ticket you need for marked street spaces. For a car staying until the next day, a 24-hour ticket is another option.

01Parking for Pristan and the Old Town
There is a parking area at Pristan in front of the Sailors' Mosque. For an approach from the northern side of the Old Town, there is another parking area below the wall, opposite B. Strugar Primary School.
Car park no. 1 at Pristan, in front of the Sailors' Mosque
Car park no. 3 below the northern Old Town wall, opposite B. Strugar Primary School
Both areas are separate car parks. Marked street spaces on Ulcinjski moreplovci Street belong to the red zone, but that zone does not set the price for these two car parks.
Use the individual price list for each car park. If there is no space at Pristan, the other specific option is the car park below the northern wall, on the other side of the Old Town.
02Parking for the centre and Ploca
For the centre, there is a car park below Ploca, at ground level beside Cafo Begu Street. It is separate from the street spaces in the surrounding zones.
Car park no. 2 below Ploca, beside Cafo Begu Street
Dj. K. Skenderbeg Boulevard has marked red-zone spaces, and Sami Fraseri Street has yellow-zone spaces. The designation applies to marked parking spaces on these stretches, rather than every vacant space along the street.
Parking at Ploca costs €0.90 per hour or part of an hour in summer and €0.60 in winter. A 24-hour ticket costs €9.00 in summer and €6.00 in winter. Four hourly charges cost €2.40 at Ploca in winter, while four hours in the red street zone cost €2.80.
03Parking in Pinjes
In Pinjes, there is a designated parking area beside Kosovska Street, opposite the Montana building.
Car park no. 4 in Pinjes, beside Kosovska Street
There are also yellow-zone street spaces on Mujo Ulqinaku Street, from Kosovska Street to Ali Riza Ulqinaku Street, on the side of the road towards Pinjes. The parking area on Kosovska Street is a separate car park.
The yellow street zone costs €0.70 per hour or part of an hour in summer and €0.50 in winter. Use the car park's own price list for the parking area. If you choose a street space instead, park in a marked space on this stretch of Mujo Ulqinaku and pay for the yellow zone.
04Parking by Teuta Boulevard in Djerane
In Djerane, the parking area is on the right side of Teuta Boulevard towards Teuta Bridge, on the remaining section of the old roadway.
Car park no. 5 by Teuta Boulevard, on the old roadway in Djerane towards Teuta Bridge
This separate car park has its own hourly and daily rates. A red- or yellow-zone SMS ticket for a street space does not set its price.
The rate is €0.70 per hour or part of an hour in summer and €0.50 in winter. A 24-hour ticket costs €7.00 in summer and €5.00 in winter.
05Parking in the centre of Stoj
There is a designated parking area in the centre of Stoj. It is useful when your destination is the centre of Stoj itself, rather than a specific entrance to Velika Plaza.
Car park no. 6, designated parking in the centre of Stoj
Parking in the centre of Stoj is outside Ulcinj's street zones. It has a separate rate.
The hourly rate is €1.00 in summer and €0.50 in winter, while a 24-hour ticket costs €10.00 in summer and €5.00 in winter. The day ticket for parking in the centre of Stoj is not valid at private car parks by the beaches.
Street zones and payment
| Zone | Per hour or part of an hour | Usual on-street maximum stay | SMS for one hour |
|---|---|---|---|
| I red | €0.90 summer / €0.70 winter | As shown at the parking space | 14601 |
| II yellow | €0.70 summer / €0.50 winter | As shown at the parking space | 14602 |
On-street parking is charged every day in summer from 7 am to 11 pm, including public holidays. In winter, charges apply Monday to Friday from 7 am to 11 pm and on Saturdays from 7 am to 2 pm. Sundays and public holidays are free. Separate car parks have their own charging schedules.
For SMS payment, type the vehicle registration number without spaces or other characters, then send it to the zone number shown in the table. Each message purchases one hour. Check the reply for confirmation of payment, the vehicle registration number, the zone and the expiry time. If you receive no confirmation or a failed-payment message, buy a ticket at a parking meter or marked sales point instead.
Buy a new hourly ticket before the previous one expires and check the time on the confirmation. Payment does not change the stay conditions displayed at the parking space. The initial 15-minute grace period applies only at the start of the first hour charged. It is not extra time after the purchased ticket expires.
If your phone number does not support local SMS payment, press Start on a parking meter, enter the vehicle registration number, insert coins, select the zone and press the green ticket button. Collect your ticket and change, then display the ticket inside the windscreen. Hourly and day tickets are also sold at marked sales points.
Day ticket
A regular 24-hour ticket costs €9.00 in summer and €6.00 in winter for the red zone, or €7.00 in summer and €5.00 in winter for the yellow zone. Buy the day ticket at the Parking servis branch or at Tabacoo S Press and Tobacco Shop sales points. Keep the ticket showing its validity time. It is a regular day ticket, separate from the supplementary charge issued when parking has not been paid for.
Parking rates in summer and winter
per hour or part of an hourSummer, June to SeptemberWinter, October to May
At Ploca, by Teuta Boulevard and in the centre of Stoj, ten hourly charges add up to the price of a 24-hour ticket in both seasons. For a car staying overnight and into the next morning, compare the cost of the hours you need with the day ticket for that particular car park.
Parking charges, penalty notices and vehicle towing
The supplementary charge issued by Parking servis is separate from a traffic penalty notice. For 24 hours, the red-zone charge is €14.00 in summer and €9.00 in winter, while the yellow-zone charge is €11.00 in summer and €8.00 in winter. Pay the amount using the instructions on the charge. You can pay at the cash desk on Dj. K. Skenderbeg Boulevard, at the branch on Hafiz Ali Ulqinaku Street, or through a bank or post office, using the vehicle registration number or notice number as the payment reference.
The statutory fine for prohibited parking or obstructing traffic is €100-€300. A penalty notice specifies the minimum sum in this range. This fine is distinct from the parking charge for an unpaid street-zone ticket.
Paying a penalty notice
Under the usual procedure, accepting responsibility allows payment of half the fine within eight days of accepting the notice. For a €100 notice, the reduced amount is €50.
There is an exception for someone with no permanent or temporary residence in Montenegro, or someone leaving the country, if the competent authority reasonably suspects that enforcement will be evaded. In those circumstances, two-thirds of the fine is payable without delay. Follow the sum and payment details on the notice issued to you.
If your car is missing, check with the Secretariat for Municipal Supervision and Inspection whether it has been removed. The contact number is +382 30 412 355. Before going there, confirm where the vehicle is, the collection location and the removal costs. The Secretariat's address on Djerdj Kastrioti Skenderbeg Boulevard b.b. is not a vehicle collection address.

Ulcinj parking questions
Is a concessionary street-zone ticket valid at a separate car park?
No. A concessionary ticket allows you to use available marked spaces in the relevant street zone. Separate car parks have their own rates, so this ticket does not replace payment at Pristan, Ploca, Pinjes, Teuta or the centre of Stoj.
Where is the Parking servis branch and when is it open?
The branch is on Hafiz Ali Ulqinaku Street b.b. From June to September, it opens every day from 8 am to 10 pm. From October to May, it opens Monday to Friday from 8 am to 8 pm and on Saturdays from 8 am to 1 pm. Contact Parking servis on +382 30 416 190. These are branch opening hours, rather than parking charging hours.
Does the map location show the exact vehicle entrance?
The links show parking areas from the Parking servis map. Follow traffic signs on the final approach. A point beside the Old Town walls does not give permission to drive through the Old Town.
