Where to park in Herceg Novi
Herceg Novi has four paid on-street parking zones, with only the purple zone limiting stays to one hour. Some street sections are free in winter, while the garage and barrier-controlled car parks charge for both hourly and daily tickets. On-street parking payments by SMS work only with numbers from Montenegrin mobile operators, which matters if you arrive with a foreign SIM card.

- per hour in a street zone
- €0.60-€1.50
- maximum stay in the purple zone
- 60 minutes
Purple, red, blue and yellow markings in Herceg Novi refer to on-street bays. A barrier-controlled car park in the same part of town has its own price list and entry ticket, so the way you pay depends on where you left the car.

01Old Town and Opstina garage
For a visit to the Old Town, Opstina garage is an option when you want covered parking and cash or card payment at a pay station. It is beside the municipal building on Marsala Tita Square, and the maximum vehicle height is 2.05 metres.
Use the ticket collected at the garage entrance. Keep it for payment and exit, and pay for parking at the pay station before heading to the exit barrier. An on-street SMS ticket does not cover a stay in the garage.
From 1 October to 31 May, an hour in the garage costs €0.80 and a 24-hour ticket costs €10. During the summer period from 1 June to 30 September, an hour costs €1.20 and a day ticket €15. The garage is open 24 hours a day.
02Skver parking for the town harbour
If your destination is Skver, the town harbour, Skver car park is on Partizanski put in that part of town. It has a barrier and a pay station.
This is a separate car park, so payment is not tied to the street-zone colour. Take and keep the entry ticket, then pay at the pay station before leaving. Available payment methods depend on the location and are shown on the machine.
In winter, an hour costs €1.50 and a day ticket for up to 24 hours costs €15. In summer, an hour costs €3 and a day ticket for up to 24 hours €20. The car park is available 24 hours a day.
Street zones and payment
| Zone | For one hour - winter | Usual on-street maximum stay | SMS for one hour |
|---|---|---|---|
| Purple | €1.50 | 1 hour | 14516 |
| I red | €1.00 | No time limit | 14510 |
| II blue | €0.80 | No time limit | 14511 |
| III yellow | €0.60 | No time limit | 14512 |
On-street parking charges apply Monday to Saturday, from 7 am to 5 pm in the purple zone and from 7 am to 9 pm in the red, blue and yellow zones. The winter period runs from 1 October to 31 May, and street zones are free on Sundays. Yellow-zone exceptions are Sava Ilica from Ribarska Street to the southern entrance of the Dr Simo Milosevic Institute, bays 1-58, and Meljine, where winter parking is free with no time limit. On Njegoseva in Topla, from Vila Kukoljac to Novljanka, bays 269-292 are free from 5 pm to 7 am. Garages and barrier-controlled car parks operate their own access arrangements.
For SMS payment, type the vehicle registration number in Latin letters exactly as shown on the plate, without spaces or other characters, then send it to the zone number shown in the table. Each message purchases one hour. Check the reply for confirmation of payment, the vehicle, zone and expiry time. If you receive no confirmation or a failed-payment message, buy a digital ticket at a marked sales point. You must buy a ticket within 15 minutes of parking.
You can purchase another hour before the current one expires if the zone still allows more time. The purple zone permits one hour with no extension. At the maximum stay, remove the car. Parking again is permitted after 60 minutes. The red, blue and yellow zones have no maximum stay. There is no additional grace period after your paid ticket expires.
If your phone number does not support local SMS payment, buy a digital ticket at a marked sales point. SMS payment works only with numbers from Montenegrin mobile operators, not with a foreign number or while roaming. Give the seller your vehicle registration number, zone colour and desired duration. The ticket is activated as soon as the details are entered. After paying, keep the slip and receipt.
Day ticket
The winter day ticket costs €8 for red Zone I, €6 for blue Zone II and €4 for yellow Zone III. It is valid for the calendar day for which it was purchased, during charging hours. The hourly SMS numbers in this table purchase one hour. To buy a day ticket, send your vehicle registration number without spaces or other characters to 14517 for the red zone, 14518 for blue or 14513 for yellow, and wait for confirmation. You can also buy a digital ticket at a marked sales point. The day ticket does not apply in the purple zone, the garage or barrier-controlled car parks.
Seasonal car park prices

The summer car park period runs from 1 June to 30 September, and the winter period from 1 October to 31 May. The current winter price list applies from 1 October to 31 May. Opstina garage has a 24-hour day ticket, while Skver has a day ticket for up to 24 hours.
Parking charges, penalty notices and vehicle towing
Parking servis issues a supplementary daily parking charge, not a traffic penalty notice. The charge is €15 for 24 hours. Follow the instructions on the charge and pay within eight days of issue to receive a 33.33% discount.
The statutory fine for prohibited parking or obstructing traffic is €100-€300. A penalty notice specifies the minimum sum in this range. This fine is distinct from the parking charge for an unpaid street-zone ticket.
Once a towing intervention starts, the charge is €30. Removal to the depot costs €30 and storage €5 per day. A towing intervention also requires payment of the supplementary daily parking charge. Vehicle removal costs are payable separately from the traffic fine.
Paying a penalty notice
Under the usual procedure, accepting responsibility allows payment of half the fine within eight days of accepting the notice. For a €100 notice, the reduced amount is €50.
There is an exception for someone with no permanent or temporary residence in Montenegro, or someone leaving the country, if the competent authority reasonably suspects that enforcement will be evaded. In those circumstances, two-thirds of the fine is payable without delay. Follow the sum and payment details on the notice issued to you.
If you cannot find your car, ask Parking servis whether it has been towed. Parking servis has published the Parking servis Herceg Novi depot, Druge Dalmatinske Street, Igalo for collection. Before collecting it, call 19800 to confirm where your car is. Pay the vehicle removal charge on site when collecting the car.
