Day trip by car from Budva

Sveti Stefan, Milocer and Petrovac by car from Budva

Stone houses and red roofs cover almost all of Sveti Stefan, an island connected to the mainland by a narrow causeway. This former fortified settlement of the Pastrovici has become one of Montenegro’s recognisable sights. From the public shore, you can get close enough to see the walls and houses above the sea, while access to the island itself is arranged separately.

Why set aside a day for this trip

It is worth setting aside part of the day to see Sveti Stefan from the shore: its walls and houses above the water show how the whole settlement fits onto the narrow island. Driving past on the coastal road gives little sense of this relationship between the town and the sea. On this route, the car connects the short stretches between visits, and about 1 h 45 min of driving leaves most of the day for walks and lunch.

Route, visits and breaks

The estimate assumes a day without long traffic queues on the coastal road.

01

Leaving Budva and walking through Petrovac

About 40 min driving · 15 min access · 1 h walk

Petrovac harbour and the walls of the Kastio complex at sunset
The Kastio complex above Petrovac harbour.

Leave Budva in the morning and open the prepared route for navigation. Allow about 40 min to drive to the car park near Voli in Petrovac, then another 15 min for parking and walking to the promenade. Leave the car above the shore and continue towards the harbour and Kastio on foot. At its car parks with barriers, Parking servis charges for each hour or part of an hour. The current rate is displayed at the entrance.

Follow the promenade to the western end of the bay, where the walls of Kastio and Lazaret stand above the harbour. About 1 h allows time for this walk, viewing the walls from the shore and returning to the car. View the walls from the promenade, where you can see their position above the harbour without entering the restaurants and bars within the complex.

Questions before exploring the Budva Riviera

Can you visit Sveti Stefan island without a hotel reservation?

You cannot simply enter the island as you would a public old town. For the season, the operator announced guided visits priced at €25 per person. Check availability and booking with Aman if you would also like to visit the island. This itinerary stays on the public shore and does not depend on an island entry time.

Does free access to Milocer Park include the hotel beaches?

No. Walking through the park and using the hotel beaches are separate services. Permission to walk does not include loungers or access to every part of King’s Beach and Queen’s Beach.

Can you do this trip without long walks?

You drive to the car parks, then continue on foot for the three sightseeing visits. The longest planned walk is through Milocer from Przno and back, with about 1 h set aside. The walk from the shore to Drago is uphill. Routes to the shore may include steps. This is therefore not an itinerary where you can see all the sights from the car.

Continuing to Przno and walking through Milocer

About 30 min driving · 10 min access · 1 h walk

Sveti Stefan and the wooded southern edge of Milocer on the right along the shore
The wooded edge of Milocer on the right, beside the Sveti Stefan shore.

From Petrovac, follow the coastal road back towards Budva to the location named “Parking lot, Przno” in the prepared navigation route. Allow about 30 min of driving and another 10 min for parking and reaching the park. The car stays here while you visit Milocer. Continue through the park to Villa Milocer on foot.

Approaching from Przno, take the upper path near the spa area. Hotel operator Aman states that it is open to pedestrians, while the lower branch beside Queen’s Beach has seasonal access controls. Since access has been disputed, confirm at the entrance which path you can use that day. About 1 h is set aside to walk through the park for an exterior view of the villa and the bay at King’s Beach, then return to the car along the same route.

Sveti Stefan from the public shore

About 10 min driving · 10 min access · 40 min visit

Sveti Stefan and its causeway viewed across the mainland beach
A view of the island settlement from the mainland.

Allow about 10 min to drive to the shore car park at Sveti Stefan, then another 10 min for parking and walking to the sea. Keep the destination in the prepared navigation route: it takes you to the lower, coastal part of the settlement, rather than the hotel entrance on the island.

When facing the island, the public part of the beach is to the left of the causeway. From here, you can see the stone walls, roofs and mainland approach. Allow about 40 min for time on the shore and the walk back. This is the trip’s main sightseeing stop: you view the island from the mainland without depending on access through the hotel gate.

Lunch at Drago

About 1 h for lunch · 20 min walking there and back

After your visit, walk to Restaurant Drago, at Slobode 32 above the shore. The approach is uphill, and the walk there and back to the car takes about 20 min in total. Leave the car in the shore car park during lunch.

The Radjenovic family opened Drago in 1967. The restaurant serves fish, seafood and local dishes, with a view towards Sveti Stefan. Allow about 1 h for a meal and a rest before returning to Budva.

Returning to Budva

About 25 min driving

Once you are back at the car, open the route leg to Budva. Allow about 25 min of driving outside periods of heavy traffic.

The complete trip, including visits, walks from the car parks and lunch, takes about 6-7 h. This total includes around 20 min of extra time for parking or brief delays. Long summer queues on the coastal road can extend the drives between stops.

Trip highlights

01

Petrovac, Kastio and Lazaret

Kastio stands above Petrovac’s present-day harbour. The Venetians built the fortress here in the 16th century and stationed a permanent garrison inside. The town took the name Kastel Lastva from the fortress, while Kastio has survived as its local name.

The fortress also held goods for maritime trade. Wine and other produce were stored in its warehouses before being exported by ship. The relationship between the walls and the harbour reflects the fortress’s two roles: guarding the sea approach and storing goods for export.

Lazaret was built beside Kastio as a quarantine building for people who were ill during epidemics. These remains are reminders that maritime traffic also carried the risk of spreading disease. Today’s harbour, surviving walls and places to eat and drink within the complex show how this historic stretch of shore has found a new use.

02

Milocer Park and the former royal residence

Milocer was developed in the 1930s as the Karadjordjevic family’s summer estate. The garden, terraces and stone residential buildings were laid out behind two bays. The villa beside King’s Beach was the heart of the estate. Today it operates as part of the Aman hotel complex.

Not all of the park’s plants are typical of the local coast. Alongside native vegetation, species brought from other regions were planted here, including Lebanon cedar, eucalyptus, mimosa and loquat. Agaves and cacti add to this residential garden. These plants distinguish Milocer from a natural coastal woodland and give the walk something to explore even without going swimming.

On the approach to the villa, the greenery opens towards the bay at King’s Beach. The stone building, park and sea can be seen together as a former royal estate. You view the villa from outside: it is a hotel building, rather than a museum with free access to its interior. The names King’s Beach and Queen’s Beach retain their connection with royal stays, although use of these beaches today is governed by hotel rules.

03

Sveti Stefan, from fortified settlement to hotel town

Sveti Stefan began in the 15th century as a fortified settlement of the Pastrovici and became the cultural and administrative centre of their region. Its proximity to the mainland and its walls provided shelter from attacks from the sea. According to a traditional account recounted by the Budva Tourism Organisation, twelve houses were built in 1442, one for each Pastrovici clan.

The Bankada, the Pastrovici clan court, met on the island. Alongside the trade in goods and its fortified position, this role helps explain why Sveti Stefan also mattered to people from the surrounding villages. It took its name from the Church of Saint Stephen at the highest point of the island.

In the mid-20th century, the settlement was converted into a hotel town, which opened on 13 July 1960. The stone houses were adapted for guest accommodation while retaining the appearance of a closely packed island settlement. What you see today is both a historic fortification and a hotel complex. The view from the mainland reveals its layout, walls and relationship with the sea. Visiting the churches and streets inside the island requires a separately arranged visit.
